Yes, and the cost of construction in 1.3 billion frightened off the authorities. The decisive drop was the arrest of the mayor of Shanghai, the most important supporter of the project, for fraud. The city remained without funding, plans quickly found themselves buried in museums, and architect bureaus. So Asia has remained without the green city of the future.
